
The EFPIA Oncology Platform (EOP) and All.Can are proud to release their report highlighting a successful collaboration aimed at accelerating the implementation of the EU Council Recommendation on cancer screening across four EU Member States. Titled “Implementing the EU Recommendation on Cancer Screening in 4 Member States”, the report captures key insights and outcomes from national and regional efforts in Poland, Spain, Italy, and Sweden—countries selected for their diverse healthcare landscapes and readiness to translate European-level guidance into tangible action.
A Cross-Country Collaborative Effort
Launched in mid-2023, the EOP–All.Can initiative facilitated high-level policy dialogues and roundtables to:
- Raise awareness of the 2022 EU Cancer Screening Recommendation,
- Assess existing cancer screening infrastructures,
- Promote best practices from pilot programmes, and
- Strengthen political momentum for sustainable implementation and funding.
In Spain, advocacy activities led by All.Can contributed to legislative proposals expanding colorectal and cervical cancer screening coverage, while Galicia and the Basque Country emerged as frontrunners in regional best practices. In Italy, efforts resulted in direct engagement with the Ministry of Health and the development of new regional pilots, notably on prostate cancer in Piemonte and Puglia. Poland saw the publication of a national report on oncology prevention and multiple debates with policymakers addressing gaps in access and public awareness. In Sweden, All.Can’s work has catalyzed national discussion on lung and prostate cancer screening, spurred implementation studies in six regions, and spotlighted the critical role of AI in addressing workforce shortages.
Evidence-Based Policy for Real-World Impact
The project demonstrates how evidence-based, multi-stakeholder collaboration can shape national responses to European-level recommendations. By focusing on real-world implementation, the initiative has laid the groundwork for improved cancer outcomes through earlier detection and more equitable access.

Looking Ahead
The report emphasizes the need for continued political leadership and engagement, particularly ahead of major policy opportunities such as the Polish Presidency of the EU Council (2025). It also calls for expanded collaboration with regional authorities and academic institutions to support policy research and long-term impact evaluation.
